The San Francisco Department of Public Works (DPW) is responsible for collecting, removing and recycling refuse, recyclables and green waste shoe ; street cleaning; addressing unsafe sidewalk areas; maintaining traffic signals and street furniture, managing parking around construction sites, mowing unpaved portions of the right-of-way, weeding in public areas and storm water management. The department also operates the city’s composting facility that processes organic waste collected from groceries stores, restaurants and other sources.

The DPW is managed by a civilian director appointed by the mayor. The director hires a full time DPW staff of more than 450 employees. The department consists of several divisions, each headed by a supervisor with the rank of engineer or higher.

The DPW provides refuse removal services for the city and county of San Francisco. This includes household waste and recyclables, plus beverage containers collected through the city's curbside recycling program that launched in 1989. The department also collects organic waste from businesses, non-profits and government facilities on a voluntary basis through its Green Cart Program. It is one of a few cities in North America that can recover compostable material from residential, commercial and industrial sources. This helps divert waste from the landfill, thus decreasing air pollution. The department also provides trash and recycling collection services for the city's parks and public areas. This includes Golden Gate Park and other city facilities.

The DPW is responsible for street cleaning in the majority of San Francisco's approximately 250 square miles (650 km2). Its designee is also responsible for cleaning streets within San Francisco International Airport and Port of San Francisco properties, as well as a number of private properties within the city.

The department is responsible for removing unsafe sidewalks, which it does on an ongoing basis. The city also contracts with private companies to remove dangerous debris from the tops of buildings, other steep surfaces and other sidewalk areas. The Department is responsible for maintaining traffic signals and street furniture.

The DPW maintains the city's fleet of five trucks, three of which are specially equipped with equipment that allows them to collect recyclables in bulk. DPW provides residential garbage collection services as a contractor to the San Francisco private sector. The department also provides composting services for residents, both homeowners using its Green Cart Program and businesses that have signed up for commercial composting services. This is done by collecting organic waste from grocery stores, restaurants and other sources through its Green Cart Program.

The DPW has also been tasked with providing citywide trash and recycling collection services as part of the California Integrated Waste Management Act (CIWMA) programs. The Department is also responsible for maintaining the San Francisco Board of Education Office Building’s fleet of trucks and crews.

The DPW is responsible for managing the city’s parking operations. This includes street sweeping and the parking management program, which was designed to manage paid parking on city property. In 2003, however, a number of Bay Area cities decided to remove their paid parking programs in an effort to increase public transit use throughout the area.
